Job Description

We are seeking an experienced strategist to co-lead implementation of PIE’s industry transition strategy, with a particular emphasis on corporate campaigning, communications, and public engagement. The ideal candidate is passionate about climate action, skilled in strategy development, and adept at managing the implementation of complex programmes.

They bring solid knowledge and interest in the power and industrial sectors (especially steel) and in the pathways for industrial decarbonisation. They value collective impact and understand the roles of grassroots organising, public campaigning, technical analysis, finance, diplomacy, and cross-sector engagement. They are an effective strategist, network-builder, and responsible grantmaker, and can also help guide the development of compelling communications and narrative work.

The Industry Transition Programme Manager reports to the Director of Industry Transition.

Key responsibilities  

The Programme Manager will co-develop strategic frameworks and oversee implementation of PIE’s industry transition workstream, collaborating closely with team members working on geographic and transnational aspects of the programme. They will also coordinate strategies and workplans with peer re-granting partners responsible for major regions and international themes. The role may include managing staff or consultants as the portfolio expands.

Responsibilities include:

Strategic development

.Formulate and recommend a global strategy for industrial decarbonisation – covering corporate campaigns, communications, technology innovation, public engagement, and economic drivers – with a focus on iron and steel.

.Develop a data-driven approach to strategy, providing relevant and timely intelligence to inform PIE’s plans and those of our partners.

Grantmaking and implementation

.Lead execution of the Campaigns, Communications, and Public Engagement strategy and related grantmaking. Steward, grow and manage a portfolio of grantees.

.Support collaboration and alignment across the global and regional philanthropic networks, coordinate grantmaking strategies where relevant.

.Oversee grantmaking processes, including performance monitoring, evaluation and learning, with support from the PIE operations team and ECF finance team.

External relations and fundraising

.Build and maintain strong relationships with external actors and thought leaders across civil society, labour, business, and government to inform strategy and enhance impact.

.Support fundraising efforts, including the capabilities to generate strategic briefs, materials, articulate funding needs and programme impacts to external donors.

.Represent the programme externally to advance its goals and visibility.

Network mobilisation and convening

.Mobilise and convene, including through in-person meetings, a field of partners as co-developers of strategy; maintain productive relationships with grantees and other partners to support deep collaboration and innovative problem-solving.

Team Management

.Oversee the performance and wellbeing of direct reports, managing one or more staff members or consultants as the portfolio expands.

Requirements

Experience and education 

.At least 8 to 10 years of relevant experience in driving change through public campaigning, advocacy, network mobilisation, or roles within agencies, businesses, or government.

.Experience with corporate campaigning and communication strategies is an asset.

.University degree or equivalent.

Essential knowledge

.NGO campaigning and/or diplomacy/government insight: deep understanding of how campaigning and/or government dynamics influence policy processes.

.Climate politics and policy: strong knowledge of international climate politics and policy.

.Sector knowledge: understanding of the iron and steel sector and decarbonisation options is desirable but not essential.

 

Skills

.Demonstrated ability to maintain trusting professional relationships across different sectors and diverse cultural contexts.

.Excellent written and verbal communication skills, with the ability to distill complex issues into clear, compelling strategy documents.

.Strong analytical and data skills.

Competencies

.Excellence in strategic thinking, with the ability to translate strategy into implementation.

.Demonstrable ability to self-manage and self-organise, establishing your own workspace and schedule.

Location  

Flexible global location. Candidates must demonstrate their ability to meet role requirements from their preferred location, including working from a home office. They must be able to work within two hours of CET due to coordination with partners in Asia, Europe, and the Americas. Ability to travel internationally.

 

Start date  

January 2026.
