Job Description

MAIN ACCOUNTABILITIES
Under the supervision of the Project Coordinator, the Expert Trainer will focus on the following key
activities:
I. Project Delivery
(a) Organizing content and delivery of the high-level initial events, including establishing key
topics, producing agendas, liaising with external speakers, with a focus on awareness
raising and assessing the needs of the beneficiaries prior to the delivery of Member
Customs administration training;
(b) Providing expert advice to the needs assessment in the CBW domain in each of the six
beneficiary Member administrations;
(c) Conducting training events based on the results of the needs assessments in beneficiary
Member administrations;
(d) Organizing and conducting follow-up evaluation and mentoring visits to the beneficiary
Member administrations;
(e) Developing a new tool (Guide) in the area of countering proliferation of chemical weapons
for Customs administrations, and being responsible for the maintenance and deployment
of the existing WCO tools in the area of biological security

(f) Developing new training materials in the CBW domain in addition to existing modules in
the WCO STCE training curriculum;
(g) Overseeing and coordinating translation of the relevant materials;
(h) Providing technical expertise on behalf of the WCO at meetings organized by INTERPOL,
Organization for Prohibition of Chemical Weapons (OPCW), World Organization for
Animal Health (WOAH) and other relevant organizations;
(i) Drafting project documentation as requested by the Project Coordinator.
II. Any other Project-related duties as may be assigned by the Project Coordinator
5. EDUCATION
• University level degree in chemistry/biology/engineering or related fields, or an equivalent
combination of education, skills and experience.
6. EXPERIENCE
• Minimum seven (7) years of previous experience in Customs or other law enforcement
agency, with at least five (5) years’ experience as a trainer in Strategic Trade Controls and/or
Chemical, Biological, Radiological and Nuclear (CBRN) domain;
• Proven technical expertise in the CBRN domain;
• Experience of training delivery to individuals of various ranks, experience and backgrounds;
• Experience of developing new and adapting existing training materials to meet the needs of
the beneficiaries;
• Excellent knowledge of the WCO Strategic Trade Control Enforcement Guide and its training
curriculum, as well as other WCO tools and instruments in the enforcement domain would
be beneficial.
7. LANGUAGES
• Fluency in English is mandatory; and
• Knowledge of Arabic, French, Portuguese or Spanish would be an asset.
8. COMPETENCIES
• Ability to work constructively in a small team and in a multinational environment;
• Excellent organizational skills;
• Excellent communication skills (oral and written), including public speaking skills;
• Coaching/Mentoring skills
• Ability to work under pressure and adhere to tight deadlines;
• In-depth knowledge of MS office (Word, Excel and PowerPoint);
• Willingness to travel; and
• Ability to adapt to the administrative and financial tools used by the WCO.

ONTRACT AND CONDITIONS
• Staff member under short-term contract of two (2) years with the possibility of renewal based
on budget availability and performance;
• Probationary period: six (6) months;
• Full-time employment (37 hours and 40 minutes weekly) at the WCO Headquarters in
Brussels, Belgium;
• 30 days of annual paid leave;
• Salary starting from 6,200 EUR/month all-inclusive (remuneration exempted from income tax
in Belgium) depending on experience and qualifications; and
• Compulsory WCO health insurance deducted from the salary (around 71 EUR/month).
