Job Description

Description of the position:
The Advocacy Officer reports to the Director and is responsible for coordinating advocacy
activities around the localisation objectives outlined in the VOICE Strategic Plan 2024-2029.
The Advocacy Officer is the team’s focal point for contacts with the EU Institutions about
localisation and locally-led humanitarian responses issues, and leads the VOICE Pilot Working
Group on Localisation. In addition, the Advocacy Officer provides support to the Director in
VOICE’s work around localisation, including the organisation of internal and external meetings
and events.


Responsibilities & Tasks:
• Engage VOICE members and EU stakeholders in a coordinated approach to local leadership
in line with the VOICE objectives on localisation outlined in the VOICE Strategic Plan 2024-
2029
• Engage VOICE members and EU stakeholders to ensure that the EU humanitarian response
is increasingly locally led
• Mobilise relevant stakeholders to ensure that Global South networks and NGOs are heard in
Brussels and reflected in policy discussions
• Establish and lead the new VOICE Pilot Working Group on Localisation
• Strengthen existing and explore new collaborations with Global South networks
• Prepare reports, briefings and statements
• Explore funding opportunities for the longer-term sustainability of the pilot working group
• Organisation of internal and external meetings and events


VOICE is looking for (required profile):
• University degree in a relevant field
• A minimum of 5 years’ experience in the humanitarian sector
• Fluent in written and spoken English
• French/Spanish/Arabic as added value
• Knowledge of EU institutions and experience in donors’ engagement
• Previous advocacy or partnership experience in relation to the localisation agenda
• Strong organisational, analytical, and writing skills
• Strong skills in bringing people together, fostering collaboration, and building consensus
• Commitment to inclusivity and creating an environment where all voices are valued and heard
• Excellent communication and public speaking skills, and previous experience in interacting
with institutional stakeholders
• Proven experience and successful track record in resource mobilisation
• Belgian work permit

VOICE offers (contract package):
• Brussels-based 8-month fixed-term contract (CDD)
