Job Description
The Climate and Environmental Peacemaking (CEPM) Programme of the European Institute of Peace (EIP) aims to enhance conflict resolution in response to climate change and broader environmental challenges in conflict contexts, thereby contributing to a sustainable environment and improving the prospects for durable peace.
Environmental peacemaking seeks to explore the relationship between climate, environment, and natural resources and conflict and peace dynamics, aiming to discover new approaches to foster dialogue and reconciliation. The CEPM programme aims to support peace leaders and local communities in addressing climate and environmental concerns within the broader framework of peace processes, including conflict prevention and resolution.
The Environmental Peacemaking Somalia project aims to enhance dialogue, improve and support partners with strategic research and technical assistance to improve environmental governance as a way to contribute to conflict resolution and prevention. To accomplish this, the project will engage with government, civil society and international partners working in environment, climate, peace and security on intergovernmental dialogue, environmental assessments, policy development, and civil engagement.
Within the scope of the Environmental Peacemaking in Somalia project and reporting to the Climate and Environmental Peacemaking Manager, the Institute is seeking an Advisor to guide the implementation of activities in Mogadishu. This will include convening dialogue between and within the Federal Government of Somalia (FGS) and the Federal Member States (FMS), engaging with civil society on climate, peace and security, and supporting international partners on relevant environmental peacemaking themes.
The Advisor is expected to stay abreast of developments in climate, peace and security in Somalia and the Horn of Africa, to ensure a productive working relationship and running dialogue with key actors, and to capitalise on any opportunities for engagement on environmental peacemaking in Somalia. The Advisor will regularly meet with the project team for updates, coordination, and implementation of the project under a conflict-sensitive approach.
You will
- Regularly liaise with the wider project team, providing updates on the progress of project implementation and any contextual developments.
- Coordinate a dialogue with senior and technical stakeholders of the Federal Government of Somalia (FGS) and Federal Member States (FMS).
- Lead on the organization of Mogadishu-based events with government and civil society.
- Contribute to research and analysis of environmental peacemaking, including on mediation of environmental disputes, improvement of environmental governance, and identifying best practices on programming on climate, peace and security.
- Support policy development on climate, peace and security with key FGS and FMS institutions.
- Support the development of the environmental peacemaking project in Somalia, including identifying opportunities for collaboration and fundraising.
Your skills and experience
- Minimum 6 years of relevant environment or climate programming in Somalia.
- At least 4 years of experience in the environmental and climate dimensions of peace and security.
- Proven track record engaging and coordinating with the Federal Government of Somalia on environmental governance is a significant advantage.
- Demonstrated experience in climate risk analysis and integrated peacebuilding in Somalia is a significant advantage.
- Experience in supporting environmental policy development at the international and national level is a significant advantage.
- Fluency in written and spoken English and Somali is a requirement.
- In-depth understanding of dialogue facilitation and conflict resolution processes.
- Comprehensive knowledge of international and national environmental governance frameworks and processes.
- Exceptional report writing and communication skills.
- Strong coordination and organisation skills.
- Advanced analytical thinking, planning, and problem-solving abilities.
- Capacity to work under tight time constraints.
- Ability to work effectively and harmoniously with colleagues from different backgrounds and cultures.
- Excellent diplomatic communication and interpersonal skills.
What we are offering
Consultancy contract from 01/08/2025 until 31/07/2026.
